Flexibilité pour les applications tardives. L'USCIS rappelle aux pétitionnaires et aux candidats qu'il peut prendre en considération les retards causés par la pandémie de COVID-19 lorsqu'il décide s'il faut excuser les retards dans le dépôt des documents sur la base de circonstances extraordinaires.

  • The FDA approved Columbus, Ohio based Battelle’s new machine that can sterilize 80,000 N-95 hospital masks every day. Machines are in NYC, Seattle, Washington D.C.
  • In order to better reach non-English speakers, there is now COVID-19 information translated into Spanish, Chinese and Somalian on Coronorvirus.Ohio.gov, with on-going work to translate information into Arabic, which will be available soon. Also, people can access each press conference on Ohiochannel.org and, once uploaded, viewers can select a language for closed captioning.
  • There is a new order to extend K-12 school closures through Friday, May 1st. The date will be reevaluated at that time.
  • Even more National Guard members will be in uniform in Ohio communities to help out.
  • The peak of the disease in Ohio is expected in mid- to late April, as long as everyone continues to socially distance ourselves.

Tips for having conversation about COVID-19 with your kids

Dr. Eshleman gives these tips for having a conversation about COVID-19 with your kids:

  • Ask open-ended questions. Start by asking your child what he or she knows about coronavirus. They may have heard comments from friends or overheard an adult conversation about it, but they might not fully understand it. This can cause kids to share something that might not be true or repeat misinformation, which can lead to more confusion. Also be sure to ask your child how he or she feels when they hear all the news about coronavirus. This way you can reassure them if they express feelings of fear or worry. If your child is too young and can’t comprehend it all, it’s a good time to discuss and encourage good hygiene practices.
  • Explain the truth in way that your child will understand. You’ll need to explain things slowly and carefully and use words that won’t cause panic or more confusion. If a child doesn’t understand the term “virus” or can’t comprehend “coronavirus” you might try explaining that certain germs are making people sick and that everyone wants to avoid those germs. Remember to keep it in perspective and control the level of uncertainty.
  • Discuss the importance of good hygiene. If you haven’t already talked to your kids about good hand hygiene – now is the time to do it. Explain that it’s important to wash your hands, use a tissue to cover your mouth and nose when you cough and not to touch your face, especially with unclean hands. Explaining that they can help prevent catching the virus (or passing it onto their friends) by practicing good hygiene can give them a sense of control, which can ease anxiety.
  • Tread carefully with media. Try to watch, listen or read coverage of COVID-19 with your child so you know what message is being portrayed and can help explain – or turn it off if the message is causing fear. Also be aware that social media is filled with news about the virus, so setting a time limit for scrolling is a good idea.
  • Remind them they can always come to you with questions. Keep an open and honest relationship with your child about COVID-19. No one can predict exactly how this virus will evolve but keeping tabs about how your child is feeling in the coming days or weeks is important. Explain that you’re always there to talk or answer any questions they have.
  • Offer reassurance. Explain to your child that lots of doctors, nurses and healthcare workers are working hard to keep everyone safe and healthy. It’s important for children (and adults too!) to know and understand that people are helping each other at a time where things feel a little uncertain. Reassure your child that everything that is happening (whether it’s school closing, social distancing or being in the hospital) is to stop or help prevent people from getting sick.

Spotlight: Yaaroub Al-Doroubiy

When I arrive at the Cleveland offices of Migration and Refugee Services (MRS) at the Catholic Charities, I encounter Yaaroub at his desk, busily engaged with helping his clients. “Things have been hectic today,” he tells me as he courteously greets me and invites me to the room assigned for our interview. Yaaroub’s role as a Self-Sufficiency Specialist at MRS requires that he is available, flexible, and supportive at all times. Things develop quickly and often in unpredictable ways in the daily routine of social work organizations like MRS, and you need to always be on your toes. Yaaroub loves his job. He tells me that he used to work in IT as a computer programmer back home in Iraq. His work was often solitary and, as a result, he thought of himself as an introvert. When he started working at MRS in 2015, he discovered new angles of his own personality. All of a sudden, he was interacting with people from various backgrounds and he enjoyed the experience thoroughly. To this day, he derives enormous satisfaction from helping recently resettled refugees and guiding them as they navigate their new environment. “I’m always using myself as an example,” Yaaroub says. He hopes his story inspires other refugees to persevere and succeed in the United States, despite the numerous challenges they encounter upon arrival such as learning a foreign language, finding a job, and becoming habituated to the differences in living, health care, and education.

 

By the beginning of 2012, Yaaroub and his wife, Rasha, had given up their expectations that the political situation would improve in Iraq. The destabilization of the country in the aftermath of the U.S.-led intervention had now led to a full-blown insurgency, sectarian violence, and generalized chaos bordering on civil war. Yaaroub and Rasha were especially concerned that their two small children, Yahya and Yousif, would grow up in an increasingly unstable and violent environment. The family’s home was, in fact, situated in a residential neighborhood in Baghdad less than two miles away from the Green Zone, an area that was growing increasingly dangerous at the time. But their hopes to relocate did not materialize right away. The turning point came when Yaaroub’s father, Quais, became ill and required a series of treatments unavailable in Iraq. They all traveled to Jordan, on an invitation from Yaaroub’s uncle, in order to secure the appropriate treatment for Quais. In Jordan, Yaaroub and Rasha could go out whenever they liked, they took their children to the playground, and enjoyed a provisional sense of safety. Reflecting on those times, Yaaroub remarks pensively that living in a constant state of war can have strange effects on your conception of normality. He and Rasha had become so habituated to the everyday violence in Iraq that they had lost hope that life could be otherwise. The trip to Jordan jolted them into awareness.

 

The Iraq Body Count project recorded 4,622 civilian deaths due to violence in 2012. Most of the deaths were caused by bombings in which thousands of other civilians were also wounded.[i] And the violence would only intensify with the beginning of the Civil War (2014–2017). By the end of 2012, Yaaroub and his family decided that their life in Iraq had become unbearable, and they started planning their relocation. They traveled once again to Jordan and began their application for refugee status for Yaaroub, Rasha, their children, and Yaaroub’s parents, through the International Organization of Migration (IOM) at the United Nations. Quais, a doctor by profession, had spent several years in Cleveland, Ohio when he was completing his graduate studies in the late sixties and early seventies. Given this prior association, the family stated their preference to be resettled in the United States. Their application was eventually approved, but their waiting time was lengthy. Refugees entering the United States face a rigorous vetting process that may take one to two years. Individuals and families are first officially declared to be refugees by the United Nations High Commissioner for Refugees (UNHCR) in accordance with international laws and they are referred to the United States. They then enter a security clearance process ran by law enforcement and intelligence agencies, they attend an in-person interview with a U.S. Homeland Security Officer, they undergo medical screenings and cultural orientation training, and they are matched with a sponsoring agency in the United States. Yaaroub’s family began their application in November 2012 and they finally boarded their flight to the United States in August 2014.

 

Remaining permanently in Jordan was not an option. While Jordanian authorities were compelled by international laws to host displaced individuals and families throughout their resettlement process, refugees were not allowed to work, purchase a car, nor access other benefits available to citizens. As of 2019, the UNHCR reported that approximately 165,000 refugees were issued work permits in Jordan out of a total of 744,795 persons of concern from Syria, Iraq, Yemen, Sudan, and other contexts.[ii] But throughout their resettlement process, Yaaroub and his family had to depend on their savings for their daily necessities and on the kindness of Yaaroub’s uncle, who provided an apartment for their temporary stay in Jordan. They were amongst the lucky ones, Yaaroub tells me. Every month he and his family were required to visit the Amman offices of the IOM, and every time they witnessed thousands of people lining up to check on their applications or to begin their resettlement process. Many of them, Yaaroub knew, were relegated to refugee camps in Jordan, subsisting in adverse conditions.

 

When their flight landed in New York, Yaaroub encountered the first difficulties of their transition to the United States. As they were waiting for their transfer to Cleveland, Yaaroub wanted to buy some snacks for Yahya and Yousif, but he found himself struggling to articulate his first full English sentences. Although he had grown up with English-language music and films, listening to his father’s Frank Sinatra records, and passionately transcribing the lyrics of different American pop songs in high school, Yaaroub realized that his conversational English was very poor. He could understand spoken English, but he found it difficult to express himself in the beginning. He was also apprehensive about what awaited them in the United States. Yaaroub tells me that he was part of an Iraqi generation who grew up on a steady diet of anti-American governmental propaganda. He is careful to note, though, that stereotypes work both ways. While their fears were dispelled when they encountered hospitable and supportive people in the United States, Rasha still has to sometimes fend off comments about her appearance. Lingering on her choice to wear a hijab, acquaintances confess their surprise when they learn that she has a degree in Biology and that she is looking for ways to restart her career in the United States. People have to understand that wearing a hijab is most often a personal choice, Yaaroub tells me.

 

Upon their arrival in Cleveland, they were greeted at the airport by an Iraqi caseworker for MRS, the refugee resettlement agency Yaaroub’s family was assigned to. The MRS team welcomed them in their new home, an apartment social workers had furnished in preparation for their arrival. They were also provided with everything they needed, including food and clothing. Throughout their first months in the United States, they continued to be supported by MRS social workers and offered ESL classes, self-sufficiency mentoring, and employment advice. But it took a while for Yaaroub and his family to adapt to living in the United States. While Yahya and Yousif learned English very quickly at daycare and through their interactions with other kids, language learning was more difficult for the adults. Yaaroub’s parents, Quais and Ibtsam, became more isolated due to their advanced age and because they no longer had a community of neighbors and friends to rely upon as they did in Baghdad. Luckily, they were all reunited with Yaaroub’s two sisters and his brother, who are also living in the United States. Shortly thereafter, Yaaroub and Rasha welcomed their third son into the world, Yaseen. To support their expanded family, Yaaroub accepted a job in a spare-part car factory, but he had to take an abrupt leave when Rasha was lightly injured in a car accident. He supported his wife throughout her recovery, taking her to her medical appointments.

 

When he was ready to return to work, Yaaroub was offered a position as an Arabic-language interpreter at the Catholic Charities. He then applied to another position as a case manager with MRS and he secured it in December 2015. He, thus, began his new job as a Self-Sufficiency Specialist as part of the Reception and Placement program (R&P) and the Refugee Social Services Program (RSSP), helping newly arrived refugees connect with the resources they need in their first three months in the United States and beyond. The Office of Refugee Resettlement within the Department of Health and Human Services recommends intensive case management for recently arrived refugees for four to six months as an alternative to public assistance.[iii] But often, this is a limited amount of time to help refugees become self-sufficient. Yaaroub notes that “self-sufficiency” is a variable concept for different clients. Those who had access to education and work in their home countries can easily adapt to their newfound circumstances. But many refugees have been deprived of opportunities prior to their relocation, some of them having spent many years in refugee camps in which they were not able to develop their skills. This is why MRS provides additional assistance for up to five years after arrival through RSSP.

 

Yaaroub tells me that he feels incredibly fulfilled to be able to work closely with people, get to know them better, and support them throughout the challenges of their transition. But there are difficult aspects to his work as well, particularly the fact that he absorbs the stories, feelings, and troubles of others, and carries them home with him. “Their stories weigh on me,” Yaaroub tells me, “and I keep thinking about them and try to find solutions for them after work.” But whenever he is dealing with difficult situations, Yaaroub is supported by his colleagues and the MRS leadership. Catholic Charities provides a number of workshops and trainings for their employees on managing difficult cases, coping with stress, and self-care practices such as yoga classes. Working at MRS is like being part of one big family, Yaaroub says. But Yaaroub also tells me that he is worried about the changes implemented in the refugee resettlement program in recent years and the dramatic lowering of the number of refugees admitted in the United States from 84,995 in FY 2016 to 18,000 in FY 2020.[iv] He is concerned about the effects these shifts will have on the services they will be able to provide. He also fears losing his job given the reduction in governmental funding that is usually distributed to resettlement agencies. But he knows that, whatever happens, he will pursue his passion for social work, possibly going back to school for another degree.

Vicenza and Cleveland: From a Piece of a Mountain to Kidney Transplant Technology

Since 2009, the city of Cleveland has shown appreciation for its Italian-American community, especially through their sister city relationship with the city of Vicenza, Italy. Vicenza, a city designated in its entirety as a UNESCO World Heritage Site,[1]has a population of around 114,000 people.[2] The historically prominent city is often overshadowed by its neighbors, Venice and Verona, but contributed greatly to Renaissance architecture and later early American architecture. Known as “The City of Gold,” Vicenza became a sister city of Cleveland on May 11th, 2009.[3]

This unlikely partnership came as a result of numerous historical events and cooperative efforts. Vicenza and Cleveland have been friends since their first interaction, which came in the form of a gift from Vicenza in 1932. The city of Vicenza sent a boulder carved from the side of Monte Grappa (a mountain) to the Cleveland Italian Cultural Garden, to commemorate the efforts of Ohio’s 332nd infantry, who fought on Monte Grappa in World War One. Later, under the administration of former Cleveland Mayor Ralph J. Perk, Cleveland considered the city of Milan as a possible twin city.[4] Perk’s administration, despite having been one of the most consequential contributors to Cleveland’s modern sister city program, did not end up constructing a relationship with an Italian city. Later, after new administrations reinvigorated Cleveland’s interests in a growing global presence, the Honorable Mayor Frank G. Jackson’s administration incorporated Vicenza, Italy into the sister city program in 2009. Vicenza was chosen not only for its 1932 gift but also because of the large amounts of Italian immigration from the Veneto region of Italy to Cleveland.

In the month of May that year, Mayor Jackson traveled to Vicenza to meet with Achille Variati, the mayor of the city. From there, the two mayors worked together extensively to create a sister city partnership between their cities and to create a cultural delegation to represent Vicenza in Cleveland. Then, despite the difficulties with Trans-Atlantic communication at the time, Jackson’s administration was able to invite Mayor Variati and his administration to Cleveland, just in time for a ceremony commemorating the 1932 Monte Grappa gift from Vicenza. This 2011 meeting was not just an effort between Cleveland and Vicenza officials; Mayor Variati and his delegation met with numerous business leaders and local companies, whose purposes ranged from medicine to rock and roll. As a result, that year saw numerous successes with Italian efforts to strengthen business ties across the American Midwest.[5]

Nowadays, Cleveland’s Italian population has become a vital part of cultural communities and has gathered local representation. The Italian Honorary Consul in Cleveland has established successful initiatives and programs that have made the lives of innumerable Cleveland Italians easier and more successful. Serena Scaiola, the Italian Honorary Consul to Cleveland, is one of Italy’s most successful and involved consuls globally.[6] Her Honorary Consulate in Cleveland aims to achieve four main goals: to promote the Italian language and culture throughout Ohio, to promote trade and business exchanges between Italy and Ohio, to represent the Italian community culturally and diplomatically, and to assist Cleveland Italians with bureaucratic processes (particularly immigration; usually with no cost). The Honorary Consul is similar to Cleveland and Vicenza’s sister city program and they do work together (in fact, Cleveland signed the Vicenza Sister City Agreement in 2009 in coordination with the Italian Honorary Consul), but the main difference is that the Honorary Consul works with broader goals and in broader regions and focuses on different fields than Cleveland’s sister city program. While the Honorary Consul focuses on economic opportunities and cultural exchange, the Sister City Program focuses on medical technology and music. Some examples of the Sister City Program’s initiatives include student exchange programs between Cleveland State University and the University of Vicenza as well as kidney transplant testing involving Cleveland Clinic and San Bortolo Hospital. Under the combined efforts of the Sister City Program and Honorary Consul, Italian culture has been more recognized in Cleveland, Italian immigration to Cleveland has become streamlined, the quality of education for Italian-Americans has been improved, and the medical capabilities of Cleveland Clinic and San Bortolo Hospital have been greatly expanded.

Of course, this incredibly successful sister city program could not have been possible without initial periods of Italian immigration. In 1870, Cleveland had only 35 Italians. Then, in only 50 years, over 20,000 Italians came to Cleveland.[7] Political and economic struggles in Southern and Central Italy drove numerous Italians towards the United States, with many settling in Cleveland. Italian immigrants followed standard patterns of immigration to Cleveland, with many partaking in manufacturing and the press, and religious establishments playing large roles in their communities. But by the late 1920s, things changed. Italian-Americans faced numerous problems. American prejudice against Italians, mostly stemming from political thoughts on the rise of Mussolini, caused many to view Italians negatively. This led to Cleveland Italians being treated unjustly even in their own established communities. Prohibition, the rise of the Great Depression, and growing prejudice against Italians formed a catalyst for a new period of Italian-American immigration. Italian Clevelanders began to become involved in politics on a large scale, with many expressing concern with new restrictive policies set out to hinder Italian-Americans. This also marked an ideological shift for Italian-Americans as many shifted towards the Democratic Party after the 1920s. However, in light of some Italian efforts at cultural exchange, political expression in the Italian-American community soon became too controversial for the political legacy to continue, as the US had entered into conflict with Italy’s Fascist Regime. From there, the strong political presence of Italian Clevelanders faltered, but their legacy and contributions have remained up until the modern day.

Post-World War Two, the overall identity of Italian Clevelanders had changed. They began to assimilate and spread their community across many areas, as a result of many divides from the war period. Many Italian Clevelanders moved to the suburbs. While this did mean that the population of Italians in Cleveland significantly decreased, it also means that the region of Northeast Ohio as a whole maintained a consistent Italian population. Now, the Italian-American community in Northeast Ohio seems to have its future vested in the suburbs of Cleveland.

The future of Italian Clevelanders looks to be one of guaranteed success. With the established Sister City and Italian Honorary Consulate programs, Italian Clevelanders have gained significant representation and have become large parts of the European community in Northeast Ohio. As Cleveland continues to work with Vicenza, students from both cities continue to learn extensively through cultural exchange, lives continue to be saved by the distribution of medical technologies, and culture continues to be shared from one generation to the next. From a rock commemorating a 1932 battle to initiatives reaching as far as international kidney transplant programs, Vicenza and Cleveland, since the beginning of their relationship, have been steadfast partners committed to bettering the world.
