Small Business Administration Updates:

Notice: New Eligibility for Economic Injury Disaster Loan and Advance: SBA will begin accepting new Economic Injury Disaster Loan (EIDL) and EIDL Advance applications on a limited basis to U.S. agricultural businesses.
- Agricultural businesses include those businesses engaged in the production of food and fiber, ranching, and raising of livestock, aquaculture, and all other farming and agricultural related industries (as defined by section 18(b) of the Small Business Act (15 U.S.C. 647(b)).
- SBA is encouraging all eligible agricultural businesses with 500 or fewer employees wishing to apply to begin preparing their business financial information needed for their application.

The Biden-Harris administration is announcing several reforms to further target the PPP to the smallest businesses and those that have been left behind in previous relief efforts.
Specifically, the Biden-Harris administration will:
- The deadline to apply is now May 31. The law also extends authorization of loans to June 30.
- Allowed sole proprietors, independent contractors, and self-employed individuals to receive more financial support by revising the PPP’s funding formula for these categories of applicants
- Biden-Harris administration revised the loan calculation formula for these applicants so that it offers more relief and establishes a $1 billion set aside for sole proprietors located in low-and moderate-income (LMI) areas.
- Eliminated an exclusionary restriction on PPP access for small business owners with prior non-fraud felony convictions.
- Eliminated PPP access restrictions on small business owners who have struggled to make student loan payments by eliminating student loan debt delinquency as a disqualifier to participating in the PPP
- Ensured access for non-citizen small business owners who are lawful U.S. residents by clarifying that they may use Individual Taxpayer Identification Number (ITIN) to apply for the PPP
- The PPP statute is clear that all lawful U.S. residents may access the program, but a lack of guidance from the SBA has created inconsistency in access for ITIN holders like Green Card holders or those here on a visa. Eligible applicants cannot be denied access to the PPP because they use ITINs to pay their taxes.

Cuyahoga County Small Business Stabilization Fund
- The County has committed $500,000 to the creation of a Small Business Stabilization Fund to support small, neighborhood-based businesses throughout Cuyahoga County during the COVID-19 pandemic. Small Business Stabilization Grants are $2,500 to $5,000 for businesses with less than 20 employees and Stabilization Loans (beginning at $5,000) are available.
